Was Shakun not a tamed beast? Why did it lose control that way?

The general in charge of the Beast Enclosure hurried to tell her. "Shakun has run into some trouble while cultivating, and it has lost control."

Empress Heidi frowned. She turned to look at the officials. "What do you think we should do about the situation at hand, officials?"

It was rare to see Shakun losing control. Who would know what to do?
