The large loudspeakers aboard the armored Humvee blasted the whole town with the Prince's message to revolt.

The Imperial overseer guards are clearly outnumbered by the local militia. Clearly the Empire couldn't afford to deploy frontline units on some far flung town. Thus they deploy overseer guards, which is basically police officers, they also conscript the locals for guarding and policing duties.
